Before the Detector, use video modulated RF at the video IF frequency.
When injecting after te video detector, use a straight video signal. Here you can use your video analyzer to inject a video signal, working your way backwards from the final video amplifier back to the first IF. Looks like you've confirmed that the video IF is dead. You may not need to actually touch the probe to the connection - just getting it lose is often sufficient to pick up the oscillator signal. Another option is to use a scope (needs to have enough band width to handle the oscillator frequency) with a high impedance probe on the plate of the oscillator. It's possible that your oscillator is ok and the act of hanging a probe on it temporarily killed it while you were trying to measure.

I get the full 20KV when measured with my HV probe but the CRT I can smell a little Ozone but I do not see any arcing around the 1B3's.
